Position Summary:

This role is responsible for developing and driving the vision for and growth of the Strategic Sourcing Program for Cubist Pharmaceuticals, Inc. and will be responsible for providing leadership for at least one other Senior Strategic Sourcing professional as well as the current Procurement Department which is staffed by a Senior Purchasing Manager and a Buyer. This role will also be responsible for establishing a supportive business relationship with the Strategic Sourcing Manager hired to support the Clinical function. This role will be responsible for developing the vision for and development of all systems related to supporting the Strategic Sourcing Program. Development of management reporting for tracking overall program performance will also be a key responsibility. As the leader of the program, this role will work closely with Legal to ensure effective contracting processes and templates are implemented as appropriate. This role will develop standard processes and expected levels of execution related to the development of functional and category strategic sourcing programs as well as the execution of vendor selection.

Functional Strategic Sourcing Support:
In addition, this position will be responsible for providing Strategic Sourcing support to either the Tech Ops, Supply Chain and R&D functions or the commercial and G&A functions, depending on the experience of the final candidate.
As the Strategic Sourcing support, to one of the above named groups of functions, this role will be responsible for:
Acting as the key link between the functional business areas and Procurement, this job is accountable for understanding key business drivers and working with/leading procurement resources to ensure customer requirements are fulfilled. The role holder will also interact with the business area finance groups to ensure tracking of delivery and appropriate budgetary changes. Leading demand side activities, this role has 4 major types of accountability:

1. Strategic planning – working with functional leaders to develop a fully integrated long-term strategic plans for key material spend within the designated business area and ensure successful implementation of strategic sourcing decisions.
2. Customer Relationship Management - to ensure that Functional Leaders fully understand business requirements and ensure sourcing strategies are highly aligned to current and future Business goals.
3. Delivery of Procurement Services – ensure procurement resources are available and activities are executed in support of customer requirements.
4. Contract Management – ensure successful implementation of key material contracts which support strategic sourcing plans
The role holder will need to understand the functional business, strategy, mission and priorities, and will know how to deliver integrated services and programs across multiple functions. The role holder is a flexible team player capable of forming strong relationships throughout the entire organization, as well as ability to successfully leverage resources, processes and tools to achieve desired outcomes.

Key Responsibilities:

Procurement:
• Drives or participates in key procurement plans and projects and facilitates decisions necessary to purchase products and services in congruence with organizational objectives and category and sourcing strategies.
• Conduct functional review of key material procurement requisitions and Statements of Work in accordance with business requirements and budgets, including:
- cost benefit analysis on planned acquisitions.
- specifications, performance terms, and/or acceptance criteria.

• Research and assist in selecting potential sources of materials and/or services
• Contribute to the preparation of competitive bids, quotations and proposals with pertinent specifications, terms and conditions.
• Play supporting role in the evaluation of competitive offerings to determine the overall best offer for a product or service. Assist in analyzing proposals in support of the bid evaluation process.
• Draw up contracts and agreements for the supply of standard products and services with new and existing suppliers
- Use Cubist templates to ensure Cubist’s interests are protected under the law.
- Manage risks and protect Cubist’s intellectual property
- Resolve contract and purchase order differences with suppliers.
• Support resolution of payment problems with suppliers and user departments.
• Maintain appropriate level of administration around contracts and suppliers, e.g. contract database, equipment records and/or specifications.
• Review product availability and/or pricing information with suppliers.
• Identify cost reduction, cost avoidance, and cost containment opportunities
• Analyze forecasted spend data to assist in the development of the appropriate procurement approach
• Analyze supply market information and leverages this to make effective sourcing decisions
• Utilize relevant Cubist procurement and contract systems
• Comply with all regulatory and Cubist requirements relevant to the role, e.g. Sarbanes Oxley, Code of Conduct, Financial Control Framework

Relationship Management
Customer Relationships:
• Work closely with key customers to:
- Understand customer priorities
- Develop with and agree upon sourcing plans and set expectations for effective value delivery
- Help the customer understand and engage with Cubist procurement requirements

Supplier Relationships:
Develops internal and external relationships with suppliers and cross-functional teams with regard to the following:
• Support reviewing supplier samples and/or demonstrations with the functional management and user departments.
• Maintain lists of and assist in developing recommended sources.
• Coordinate supplier visits and evaluations to determine suitability.
• Assist in developing supplier performance measurements using rating systems or predetermined standards.
• Skillfully apply appropriate procurement approach in negotiations. Independently prepare and lead negotiations to conclusion.
• Resolves quality problems with suppliers and functional groups and develops measurements for improvement and target setting.
• Develop and drive effective relationships with suppliers.
• Coordinate, review and respond to supplier inquiries, protests and appeals.

Minimum Basic Qualifications:
• Bachelors degree required
• Minimum 7 – 10 years experience in Senior Strategic Sourcing position

Experience Required:
• Engineering/science degree required for technical sourcing support position, MBA preferred.
• Minimum 10 – 15 years work experience
• Prior management experience required, prior sourcing management experience preferred

Desired Competencies and Qualifications:

• Significant procurement experience (less experience is acceptable if entering from a relevant industry or business area), or knowledge of the pharma supply landscape for Commercial or Technical functions
