Capaccio Environmental Engineering Inc’s Linda Swift and David Cotter to speak at Environmental Protection Agency Conference in Portland, Maine

March 20, 2012

On April 5 and 6, the Environmental Protection Agency (EPA) will host the Chemical Safety Preparedness & Prevention Conference 2012 in Portland, ME. The conference will focus on celebrating the 25th anniversary of the Emergency Planning and Community Right-to-Know Act (EPCRA) and will bring together members of industry and the regulatory community to improve New England's emergency planning capabilities and assist industries in the move to safer, greener, and sustainable production. The conference agenda and registration information is available at:

Among the conference speakers will be Linda A. Swift, CHMM, CET, TURP, RABQSA Auditor, and Manager of the Environmental, Health and Safety Compliance and Systems Group at Capaccio Environmental Engineering, Inc. Ms. Swift will present “Challenges to Maintaining a Good Chemical Inventory” which will focus on how to effectively obtain and manage the data needed to determine regulatory applicability and complete the regulatory submittals required. Ms. Swift will discuss examples of the ever growing list of regulatory requirements and the associated types of data required to determine regulatory applicability. Ms. Swift will address the challenge of thorough data collection, discuss some types of technologies that can be used to collect and manage data, and present a management system type approach to develop a repeatable methodology for managing chemical data.

David M. Cotter, PE, Manager of the Engineering Group at Capaccio Environmental Engineering, Inc. will present “Lessons Learned From the Field: Meeting Your obligations Under EPA’s Risk Management Program - General Duty Clause (GDC).” Even if your facility has conducted a review of chemicals stored and used in processes, and have determined that you do not exceed applicable thresholds under EPA’s Risk Management Program (40 CFR 68), you may still have responsibilities under this program. The presentation will review the GDC requirements, a facility’s obligations under the GDC, and the procedures to ensure your facility meets those obligations. Topics will include how to identify potential EHS that could be covered by the GDC; under what circumstances an EHS could be released; what type of procedures and controls to put in place to mitigate this potential; and how to develop a plan of action should a release occur.
