Legislative Update: Week of March 30, 2020

LAST WEEK

On Friday, President Trump signed into law the CARES Act – a $2 trillion coronavirus rescue package expected to stimulate the economy. The relief package includes direct payments to Americans, an expansion of unemployment insurance, and billions in small business loans and loans for major industries, and aid to hospitals.

In Massachusetts, Governor Baker announced new efforts to contain the coronavirus outbreak. He is urging anyone traveling in from out-of-state to self-quarantine for two weeks and announced that schools will remain closed until May 4. Additionally, the Legislature approved an order extending from March 25 to May 1, 2020, the date by which the Committee on Health Care Financing must report on legislation currently being considered by the Committee.

THIS WEEK

President Trump announced he is extending social distancing guidelines until April 30th. Under these guidelines, the federal government recommends Americans cancel or postpone gatherings of 10 or more people, work from home if possible, cease visiting nursing homes, avoid non-essential travel and discontinue eating in bars, restaurants and public food courts.

Massachusetts this week updated their FAQs regarding essential businesses and included language that formally clarifies that all biotech/pharma research and development is considered essential. Additionally, during a press conference on Monday, Governor Baker shared the news that Massachusetts’ request from the Federal Government for 1000 ventilators was approved and should be received soon.
