CEO Innovation Policy Update 08.27.26

Aug 27, 2026

MassBio CEO & President Kendalle Burlin O’Connell first posted this update on LinkedIn.

Congress is still out and Washington is quiet ahead of Labor Day, but this was a big week for MassBio’s own data and for drug pricing policy, with the release of our 2026 Industry Snapshot and news that the administration is about to expand its MFN pricing push to mid-sized biopharma. Here’s what we’re watching:

MassBio Comments on FDA IND RFI: On Monday, MassBio submitted comment to FDA in response to its Request for Information on its proposal to establish an Expedited Investigational New Drug (IND) pilot program. MassBio shared support for FDA’s effort and noted that Massachusetts offers a natural proving ground for this pilot, combining a deep pool of potential QRIs with the small and first-time sponsors who would benefit most.

Trump Administration Set to Expand MFN Deals to Mid-Sized Biopharma: Bloomberg reported this week that the White House is preparing to announce a new round of most-favored-nation pricing agreements, this time with mid-sized companies, as soon as Monday. Under the voluntary deals, manufacturers would price products for state Medicaid programs in line with what they charge in a basket of high-income countries, in exchange for tariff relief and potential exemption from upcoming Medicare discount pilots. This follows the 17 large-pharma MFN deals struck starting last year. We’ll be watching this news closely in the following week.
